Completed
Completed is the final order status that means the supplier reported the full quantity as delivered, as recorded at the moment the status changed.
Like other statuses on an API-forwarded order, completed is copied from upstream. The panel you bought from often has not counted anything on your profile: it received a status from its provider and passed it on. The supplier's report of full delivery is usually the only evidence behind the label.
That makes the first check your job. Compare your current count against the start count shown on the order plus the quantity. If it falls short soon after completion, open a ticket straight away and say the order was not fully delivered. Left for a week, the same shortfall looks like a drop, and a drop is handled under the refill terms, if the service has any, rather than as a delivery failure. On a service with no refill, that difference decides whether you get anything back.
Completion is also the moment many refill windows start counting from, although some terms count from the order date instead. On many panels a refill button appears on the order once it is completed, and only for services that include refill. Check which date your window uses before assuming you have time left.
What it does not mean
Completed does not mean the count will stay where it is, and it does not mean the panel checked the delivery. It is a record of what the supplier reported at one moment, nothing more.
